Pennsylvania officials define "highly qualified"

The state Board of Education yesterday said it would ratchet up standards for middle school teachers and fast-track some college graduates and career-changers into classrooms. The move is part of an effort to comply with a provision in the No Child Left Behind, which says schools must have "highly qualified" teachers in all classrooms by the 2005-06 school year.
