Colorado tax plan considers candy and soft-drink definitions

A plan to tax soft drinks and candy in Colorado is getting tangled in questions of how to define which products would be taxed. Cookies, doughnuts and fruit roll-ups would not be taxed, so a Twix bar would probably be exempt because it is defined on its wrapper as a cookie.
