EU takes aim at credit rating agencies and sovereign CDS

Michel Barnier, the EU's internal-market commissioner, plans to propose a measure that would force increased competition in the credit rating sector. The proposal includes a temporary ban on ratings of sovereign debt under exceptional circumstances. Meanwhile, the European Parliament is expected to approve a measure to restrict naked sovereign credit default swaps and naked short-selling of sovereign debt.
