Health-insurance tax credits for small businesses have drawn controversy since figures were released showing low participation in the program. "It [the small-business credit] was put in there as a talking point for political reasons; it wasn't a serious thing. It was predestined to fail," said NFIB's William Dennis. Some say it is difficult to determine eligibility for the credits, which were implemented as part of the Patient Protection and Affordable Care Act.
