Service dog fraud threatens real service dog owner's independence

People are ordering service dog vests online and using them to get their dogs into businesses from which they would otherwise be excluded. Tim Daynes, who relies on a service dog because his is paralyzed, worries that poorly behaved non-service dogs will bias business owners against all service dogs, creating serious impediments to his daily activities.
