States file for first round of NCLB waivers

The first group of states to apply for waivers from the No Child Left Behind law by Monday's deadline includes Florida, Massachusetts, Tennessee, Kentucky, Georgia and Colorado. The states pledged to establish their own reforms, such as Massachusetts' plan to reduce by 50% the number of students unprepared for college. In Tennessee, officials plan to replace Adequate Yearly Progress benchmarks with a system that rewards top-performing schools and focuses on improving schools that have low graduation rates and racial achievement gaps.
