Are young students at a disadvantage with online exams?

The implementation of the Common Core State Standards means that students will be required to learn how to take exams on computers as early as elementary school. Some educators say they are concerned that such young students do not yet have refined motor skills necessary to take high-tech exams while still working to learn the basics of writing.
