GAO, TSA disagree about effectiveness of SPOT program

The Government Accountability Office said that a behavior-detection program by the Transportation Security is not producing measurable results. A GAO report recommends lawmakers stop funding the Screening of Passengers by Observation Techniques (SPOT) program. However, the TSA said the agency disagrees with the report's conclusions.
