Florida districts challenged by class size caps

Although Florida voters two years ago approved class size caps of between 18 and 25 students, depending on the grade, more than half of Palm Beach County schools today have classes easily exceeding those limits. School systems may average class sizes on a district basis to meet the caps, but by 2006 every school will have to meet the limits, and by 2008 every core subject classroom must comply as well.
