G-20's endorsement of Basel III turns the focus to bondholders

Leaders from the Group of 20 nations recently backed capital and liquidity rules from the Basel Committee on Banking Supervision, setting up a battle with bond investors. Global regulators are considering tackling the issue of financial institutions that have become "too big to fail" by using capital instruments that will force bank bondholders to bear the cost of a rescue if the bank is on the verge of collapse.
