Mo. governor: Mississippi River levee plan requires further study

Missouri Gov. Jay Nixon has asked Congress to carefully study a proposal by the Army Corps of Engineers to improve levees along most of the Mississippi River. Many of the approximately 20 levees that won't be improved are in three Missouri counties. State officials say they're worried the plan could increase the risk of flooding.
