New York town seeks changes in animal shelter policies

Officials in Hempstead, N.Y., are mulling some policy changes after reports that some animals allegedly were abused at the town's shelter. The changes include hiring a full-time veterinarian, a behaviorist who will check whether shelter pets are suitable for adoption and a liaison who will work with animal-rescue groups.
