CFTC seeks definition for high-frequency trading

Scott O'Malia, a member of the Commodity Futures Trading Commission, proposed a test meant to define high-frequency trading. "Without a principled definition of what constitutes an HFT, any oversight scheme may inadvertently extend either too narrowly or too broadly unless the definition and behaviors are well understood," O'Malia wrote in a letter to an advisory committee.
