J.C. Penney adds agency to multi-shop mix

Retailer J.C. Penney has tapped Minneapolis agency Peterson Milla Hooks to work on its main creative account, alongside Publicis Groupe agency Saatchi & Saatchi. Peterson Milla Hooks had been doing work for Kmart, which may go to another agency because of conflicts with the J.C. Penney account.
