Republicans seek limits on suits against vaccine makers

Republicans in Congress have drafted legislation to limit suits against makers of bird flu or anthrax vaccines from people injured by their products. The proposed amendment to an appropriations bill reportedly would bar such suits unless willful misconduct could be established, a decision that would be left to the secretary of Health and Human Services. The limit would apply only at times of "grave danger" to the public, when the government urges widespread vaccinations, according to an aide for the Senate GOP leadership.
