States wrestle with unprecedented budget deficits

A majority of states are facing unprecedented budget deficits as the economy worsens. Several states have been forced to enact across-the-board hiring freezes and spending cuts, while others have called emergency sessions of their legislatures. "The fiscal landscape is fundamentally altered from where it was six weeks ago," said H.D. Palmer, a spokesman for the California Department of Finance.
