Officials in Virginia will study why the state's gifted programs enroll so few minority students after questions were raised by the National Association for the Advancement of Colored People. Virginia enrolls 1.2 million students, of which 26% are African-American and 9% are Hispanic. However, African-Americans make up only 12% of the state's gifted students and Hispanics represent only 5%. The state's analysis will be used to determine best practices for identifying gifted and talented students.
