ELL students in Vt. receive report cards detailing course rigor

English-language learners at Burlington High School in Vermont have begun receiving supplemental reports with traditional report cards that explain a course's rigor, the meaning of grades and other information. The report cards came at the request of parents who said they did not realize their children were not prepared for college, even though they received good grades in school.
