North Carolina district vets SAT candidates

Johnston County encourages students to take the test only if if they receive good grades and plan to apply to a four-year college, resulting in a lower participation rate and higher average test scores. Raising average scores is not the end goal, officials say, although they do admit that they have felt pressured to raise the district's scores.
