Massachusetts Senate passes education-reform bill

The Massachusetts state Senate approved a comprehensive education bill lawmakers hope will position the state for federal Race to the Top stimulus funding. The bill provides for more state and local authority over low-performing schools, an increase in the number of charter schools allowed in low-performing districts and the creation of a system for specialized schools. The state House is expected to review the bill in January, just ahead of the Race to the Top deadline.
