Little momentum expected in heavy construction for next 2 years

Stimulus funds temporarily slowed the decline in heavy-construction activity, but the economic slump and depleted state- and local-government budgets will continue to take their toll over the next two years, writes this analyst. Spending on heavy construction fell 4.1% last year and is unlikely to recover that lost ground until at least 2012.
