There is much speculation about when, or if, Congress and President Barack Obama will come to an agreement on the "fiscal cliff." Greg Valliere, chief political strategist at the Potomoc Research Group, thinks a deal will be struck in December. Chuck Schwab, founder and chairman of Charles Schwab & Co., says there is a "high probability" a resolution will happen in the spring. Schwab also predicts that taxes will go up for the rich in Obama's second term.
