Brazilian firm unveils proposal to build major gas refinery in W.Va.

Brazilian conglomerate Odebrecht is seeking to build a natural gas refinery in West Virginia, the company announced last week. The project, called the Appalachian Shale Cracker Enterprise, includes ethane crackers to produce ethylene and polyethylene. Gov. Earl Ray Tomblin welcomed the announcement, saying it is a "game changer" and a "defining moment" for his state.
