"Devolution bill" empowers states to manage transportation projects

Legislation that would reduce the federal gas tax from 18.4 cents a gallon to 3.7 cents, and shift authority of transit and highway programs from the federal government to states in five years has been introduced by Sen. Mike Lee, R-Utah, and Rep. Tom Graves, R-Ga. If it passes, "states and cities could plan, finance, and build better-designed and more affordable projects," said Lee. The devolution bill as it is referred to by transportation observers "would mean a better infrastructure system, new jobs and opportunities, diverse localism, and innovative environmental protection," Lee added.
