Federal government pitches in $1.3 billion for Manhattan subway

The federal government was due to announce Monday the formal approval of $1.3 billion in financing for the first phase of the Second Avenue subway in Manhattan. The funds, which would pay for about one-third of the work on the first phase, are expected to be paid out over seven years.
