Critics question proposed criteria for innovation grants

As education officials develop the final guidelines for $650 million in federal grants for innovation in education, some districts and education philanthropies are objecting to requirements that recipients come up with 20% in matching funds from private donors or foundations. The requirement "makes philanthropies de facto gatekeepers for applicants by requiring the match at the time of application; it privileges those organizations that already have relationships with large foundations," argued an executive with the Bill & Melinda Gates Foundation.
