Napolitano resists mandate for 100% screening of air cargo

Ordering 100% screening for air cargo is "an easy thing to say, but it's probably not the best way to go," says Homeland Security Secretary Janet Napolitano in an interview with Bloomberg Television. "Cargo is infinitely more complicated and comes in infinitely more shapes and sizes" than passengers, she says. Meanwhile, ICAO on Wednesday announced more stringent security standards for global air cargo, including "more extensive screening of cargo, mail and other goods prior to placing them onboard aircraft."
