Foreign banks might exit U.S. because of Volcker rule

Foreign banks operating in the U.S., as with domestic banks, will be subject to the Volcker rule, which bars proprietary trading. Many of these foreign banks might leave the U.S. to avoid the added regulatory burden, their attorneys warned.
