Opinion: California must improve opportunities for all students

California's fourth- and eighth-graders still rank near the bottom of the country in reading and math performance, according to National Assessment of Education Progress results, write John Rogers and Jeannie Oakes, co-directors of UCLA's Institute for Democracy, Education and Access, who say the discrepancy likes owes to an "opportunity gap" preventing students of all races in the state from gaining access to better learning opportunities.
