A case that might be heard by the Supreme Court could give the Court of Appeals for Veterans Claims more power to issue decisions. The court of appeals often remands cases for further review, which prolongs the appeals process to an average of almost two and a half years, James Dao writes. "There are massive, unconscionable delays in the system," said William Fox, a distinguished scholar at Pennsylvania State University.
