Did federal investment act help failing schools?

The $3 billion included in the American Recovery and Reinvestment Act of 2009 to improve schools has had mixed results, with about two-thirds of schools showing gains in reading and math after receiving the grants, according to a report released Monday. The government report, which officials expect to expand in January, found that about one-third of schools performed worse after the grants were awarded.
