Housing starts hit highest level since July 2008

Housing starts increased 3.6% last month, to an annualized rate of 894,000, the Commerce Department said. Building-permit applications declined for apartments but reached a four-year high for single-family homes. Overall, permits for construction decreased 2.7% compared with September, a smaller decline than economists had expected.
