FCC chair declares it's time to move to an IP-based phone system

Federal Communications Commission chairman Tom Wheeler says it's time for America's telephone system to make the shift to a wired and wireless broadband digital Internet protocol-based standard. He said the FCC will begin working on a plan for covering the legal, policy and technical issues in January. Led by AT&T, many in the industry hailed the decision as progress, but others fear the move will subject the Internet to new government regulations, stifling innovation.
