Philadelphia Mayor Street Thwarts Edison Takeover

Pennsylvania Gov. Mark Schweiker agreed Nov. 21 to back down from his proposal to install for-profit Edison Schools Inc. as manager of the troubled Philadelphia School District. Instead, the state will assume management as planned Nov. 30, with Edison serving as a consultant. A provision to allow Edison to operate about 60 of the system's poorest-performing schools remains on the table.
