Ruling: NCLB enforcement falls to states:

Parents cannot sue to force schools to follow NCLB, a federal appeals court ruled Thursday. Parents filed a lawsuit against a struggling New Jersey district after it allegedly failed to notify them of the NCLB transfer provision, but the court said all enforcement falls upon state education departments.
