Consortium to lay undersea cable on Africa's east coast

A group of state-owned telecoms and private businesses plans to lay submarine fiber-optic cable to Africa's east coast as early as 2006. While the initiative should bring high-speed Internet access to more people, politics and business interests could throw a wrench in the process, people familiar with the matter say.
