Is Microsoft pushing for search engines to pay for content?

Microsoft reportedly has had discussions with publishers about paying fees to publishers who would remove their sites from Google's search engine, effectively giving Bing a kind of exclusive on content from certain premium online media properties. According to this article, the move started with an overture from News Corp., whose chairman has been taking a tough line against Google in public comments of late. Neither Microsoft nor News Corp. commented for this article.
