Poor preparations affected Gulf spill response, panel says

The government and the oil and natural gas industry were not ready to handle the Gulf of Mexico rig blast and oil spill, which led to severe environmental damage and difficulties in plugging BP's Macondo well, according to reports from the staff of the presidential spill panel. Both the industry and the government failed to allocate sufficient funds and key personnel in preparing for a major offshore accident, the report added.
