Google is creating a tool for Web-based app development

Google is at work on a programming tool to allow developers to build Web applications within a browser. The open-source tool, called Spark, is an integrated development environment built with Google's Dart programming language. The tool would make it possible to develop Chromebook apps without having to switch over to a Windows or Mac box.
