Purchasing, research hit hard in sequester

Sequestration may be taking a toll everywhere in the Pentagon, but Alan Shaffer, the acting assistant secretary of defense for research and engineering, says research, development and procurement are disproportionately hurt by the across-the-board spending cuts. The Defense Department shielded ongoing operations by taking funds from R&D and purchasing, and there doesn't appear to be relief in sight.
