NCLB rules expected to be modified for special education students

Secretary of Education Rod Paige is expected to issue new guidelines relaxing NCLB provisions for special education students within the next two to three weeks. In Pennsylvania and New Jersey, more than 600 schools were labeled as needing improvement after special-education students scored significantly lower than their peers.
