Biodiesel home-brewers on the rise, with many skirting regulations

Officials in Phoenix say they have seen an increasing trend of residents using chemicals such as methanol and lye to make cheap biodiesel fuel for their homes. While there are regulations and permits required for the handling of the chemicals, many home brewers ignore the rules.
