National Board Certification is part of school's "culture of learning"

Every teacher at a California elementary school has pledged to apply for National Board Certification, and about half have earned the distinction so far -- an accomplishment that educators say will improve teaching and learning at the school. Teachers say their teaching improves just by going through the certification process, and administrators say the teachers' efforts promote a "culture of learning" at the school.
