Successful Wyoming district encourages professional development

A Wyoming district with limited resources maintains good teacher-retention rates, has above-average student test scores and promotes professional development -- including National Board Certification. Teachers are reimbursed for National Board Certification application fees and receive a salary supplement, and teachers also are paid to complete "professional-development projects," which include hours of research and classroom implementation of what they have learned. "If you're going to model learning for kids, you need to learn yourself," one official said.
