Report: 70% of Houston school libraries considered substandard

While Houston's school libraries have improved in the past 10 years, their book collections are, on average, 14 years old, according to a report. Many of these facilities are staffed by uncertified librarians, or in some cases, not staffed at all. At least another 34 district schools have no libraries at all, according to the report.
