The inspector general of the Homeland Security Department says the 12 million pounds of cargo shipped each day on commercial airline flights remains vulnerable to terrorists. Richard Skinner and his investigators found that some warehouses were not secure and some workers had not undergone proper background checks. TSA acting Administrator Gale Rossides said agency leaders "are in agreement" that the problems should be addressed.
