Teachers union in Rhode Island criticize pay-for-performance plan

An East Providence, R.I., teachers union is rejecting an effort to pay teachers based on performance rather than seniority, and has responded by filing a complaint of unfair labor practice. The teachers union says the school board "circumvented the union by soliciting and dealing directly with [union] members in the creation of its pay-for-performance plan."
