Regulators consider passing Volcker rule despite concerns

Bank regulators may pass the Volcker rule despite concerns raised by top officials from the Securities and Exchange Commission and the Commodity Futures Trading Commission. Outgoing CFTC Chairman Gary Gensler and Kara Stein, a member of the SEC, have argued the proposed rule is too soft; however, sources say regulators are considering passing the rule without the CFTC's approval.
