Officials, groups call for extensive reforms at FDA

President-elect Barack Obama needs to install strong leaders at the FDA as well as boost its financial, technological and human resources, said former agency officials, watchdog organizations and other groups. William K. Hubbard, who worked at the FDA for more than two decades, said the agency is in danger of becoming "a failed institution" if no action is taken.
