Billions needed to help N.Y. recover from Sandy

New York needs $32.8 billion to fix damage caused by Hurricane Sandy, according to Gov. Andrew Cuomo. Cuomo also wants $9.1 billion for prevention and mitigation projects, including "flood protection for the World Trade Center site and road and subway tunnels, fuel supply system power generation and sewage treatment protection, and secondary power supply systems for hospitals."
